That's quite an assertion. Meninga's record as a club coach, given the talent available to him, is barely better than his record as a politician.
As a rep coach he is pretty good but it's a bit like comparing Bluey McClennan to Tony Smith. One is great for a team of high quality players who know what they're doing and just need a bit of guidance and motivation. The other you'd trust to build a club.
